CCS Suspends Indus Waters Treaty, Closes Wagah Border After Pahalgam Terror Attack

Following the horrifying terror attack on tourists in Pahalgam on April 22, which claimed the lives of 26 people, India’s Cabinet Committee on Security (CCS) has suspended the historic Indus Waters Treaty. This decision comes in response to investigations linking the attack to cross-border (Pakistan-based) elements.

What is the Indus Waters Treaty

For those unaware, the Indus Waters Treaty, signed in 1960, is a water-sharing agreement mediated by the World Bank. Despite multiple conflicts between India and Pakistan—including wars in 1965, 1971, and 1999 the treaty has endured as a rare example of cooperation between the two nations.

Its suspension marks a major shift in diplomatic relations. India will now deny Pakistan access to water from the Indus River and its key tributaries: the Jhelum, Chenab, Ravi, Beas, and Sutlej. These rivers are vital to Pakistan’s agriculture and water supply, and the move is expected to impact millions.

Attari-Wagah Integrated Check Post Closure

Alongside the treaty suspension, India has also closed the Attari-Wagah Integrated Check Post. Pakistani nationals in India with valid documents have been instructed to leave the country through this border crossing by May 1, 2025. After that, the post will remain closed indefinitely.

Additionally, all SAARC Visa Exemption Scheme (SVES) visas issued to Pakistani nationals have been rendered invalid. A 48-hour window has been given for affected individuals to exit the country.

Diplomatic Ties Severed

In a further step, India has decided to cut diplomatic ties with Pakistan. Military advisors including naval and air force officers stationed at the Pakistani High Commission in New Delhi have been asked to leave within a week. Similarly, Indian military personnel posted in Islamabad will be recalled.

Both countries will reduce their diplomatic teams from 55 to 30 members each, signaling a significant downgrade in bilateral relations.

As these measures unfold, all security agencies have been placed on high alert across the nation.
