In 2017 and 2019, the directorate of vigilance detected irregularities in professor recruitment at Delhi Pharmaceutical Sciences and Research University (DPSRU).
Lieutenant governor VK Saxena has sent the report to the chief secretary, who may order the directorate of training and technical education to review it within 30 days and suggest legal action against recruiting violators. The vigilance inquiry found recruitment eligibility violations.
University administration is administered by the training and technical education directorate.
LG officials said they also invoked rule 19(5) of the Transaction of Business of the Government of National Capital Territory of Delhi Rules, 1993, which were amended in 2021, and asked the directorate of training and technical education secretary to review the original file.
Raj Niwas authorities said the directorate received multiple allegations claiming large-scale DPSRU recruitment violations in 2019. The selection of six candidates was criticized most.
The vigilance branch of the department investigated DPSRU records and concluded that “such large-scale irregularities in the appointment of faculty were not possible without the active connivance of the vice-chancellor, who acted as the chairman of the selection committee”.
The vigilance directorate was notified. In 2017, it found severe recruitment violations, including hiring ineligible people with less experience, overage, and no education. The directorate of vigilance stated 2019 recruitments violated eligibility rules, indicating corruption and favoritism.
“Educational and experience certificates were not verified post-appointment. An official stated DPSRU had not received consent from the appropriate authority to relax eligibility conditions.
After receiving LG permission in May, the directorate of vigilance filed a notice to the DPSRU vice-chancellor, requesting his response and faculty recruiting records. The training and technical education directorate reviewed the records.
A three-person committee of Delhi Technological University’s secretary vigilance, director (education), and biotechnology department head was formed on June 28 to investigate.
“The inquiry committee observed that the selections contain manipulation, falsehoods, deficiencies and irregularities and indicted four persons including the VC of DPSRU, the then officiating registrar, an external expert and a consultant,” stated a source.
