Mumbai Slum Rehabilitation Authority to complete projects stalled for 10+ years

Using a collaborative venture with BMC and other special planning bodies, the Slum Rehabilitation Authority will complete 10 blocked Mumbai slum redevelopment projects.

As private developers fail to offer free houses to lakhs of slum people, the government has enlisted local self-government committees to finish the projects. Mumbai Metropolitan Region needs 11 lakh affordable dwellings. The housing secretary will lead an eight-person group that reviews joint venture redevelopment projects.

On Thursday, the state housing department issued a Government Resolution (GR) to complete stalled slum rehabilitation projects in Mumbai, Thane, and the Mumbai Metropolitan Region in a joint venture with local self-government bodies and special planning authorities like Mhada, MMRDA, Cidco, and others.

According to the GR, the local self-government body or special planning authority would fully pay the postponed slum repair projects. Neither the SRA nor the state will support these initiatives. After valuing the current construction, the local authorities will compensate the constructor who initiated the project. Local authorities will build rehab and sale. Under the government’s ‘Housing for All’ scheme, unit sales will be open market. Flat sales will fund the project.

Most stalled projects for the local body are on its land. Prior to handing over the project to the local body, the GR will need to verify its financial and technical viability.

The government has enlisted local self-government entities to implement these projects because private developers have failed to provide free accommodation to lakhs of slum people. In the Mumbai Metropolitan Region alone, the joint venture will provide 11 lakh affordable dwellings. The local authority will build the rehab and selling components and fund the project.
