The day after neuroscientist Christof Koch spoke at a consciousness conference, philosopher David Chalmers had a lengthy talk with Koch. After a few beers at a Bremen, Germany tavern, they argued and bet.

Meghalaya Cabinet Imposes Job Restrictions on Non-resident Garos, Flashing Controversy

Garo people who do not reside in Meghalaya would no longer be permitted to seek for positions with the state’s government.

According to the 1972 employment reservation policy, 15% of positions must be held for state residents, 5% for other tribes, and the rest 80% must be reserved for Khasi (40%) and Garo (40%) employees.

In accordance with the 1972 employment reservation policy, non-resident Garo tribal members will not be permitted to apply for state government posts, according to an office memorandum (OM) authorized by the Meghalaya cabinet on Tuesday.

80% of jobs must be allocated for Khasi (40%) and Garo (40%), 5% for other tribes, and the remaining 15% for non-tribal residents of the state, according to the 1972 job reservation policy.

The 1974 OM will be disregarded because it has been noted that eligible Garo candidates who are (not) available from inside the state have filled the majority of the positions designated for Garo categories. Therefore, Ampareen Lyngdoh, a cabinet minister and spokesperson for the Meghalaya Democratic Alliance (MDA) 2.0, informed the media after the meeting that we have removed the OM that had permitted Garos who resided outside of the state of Meghalaya to be eligible to apply for positions in the state of Meghalaya.

She continued by saying that the cabinet has also changed the other OMs for the personnel department’s reservation roster and policy.

In the new scenario, she explained, “we were now able to omit some incorrect OMs that were issued in the previous year’s regarding the implementation of the roster in the state of Meghalaya.”

She mentioned that the 2020 OM on the reservation roster for people with disabilities (PwDs) had also been examined and changed. It was then informed. However, the reservation for people with disabilities has been fixed in accordance with specific places in the reserve roster as of the issuance of the new OM on June 14, 2023, thus the prior OM will not be applicable.

The minister noted that a proviso has been introduced to the new reservation roster by mandating that candidates for the various types of positions be hired with knowledge of the local language. According to the minister, “it has been found necessary that this incorporating a qualification paper that is knowledge of local language to be included in the recruitment of categories of posts which fall under the purview of the district selection committees (DSCs),”
